Warrior DPS at 70

In response to my previous post, Fury Warrior DPS @ 80, I have found an interesting post of someone who did tests at level 70 with 3.0 specs. What surprised me the most was even though it was 70, the DPS numbers were roughly the same as I had gotten. The only exception is, he did arms builds as well; the end result being that nearly full arms spamming slam was the best DPS. 

Considering how Warrior scaling gets better with gear, yet remains on a fairly constant curve. At this point, does it mean that Arms would currently be the best DPS Spec at 80? We shall see.
